I used the zoom window command and snapped to the corners of the page that was drawn in model view. In theory I thought this should center the drawing in the layout view-port.

There are a couple of ways to cheat this, but usually more work than they are worth. The more common method is to open another AutoCAD session with a read-only version of the drawing.

2019年5月8日 · After a few seconds the layout flashes and it goes back to being docked above the status bar. I must have mis-typed the command the first time. If I toggle the status of the var, the layout position doesn't change, but with it set to OFF, it seems to fix the issue. I'll try it that way for a while and hopefully the problem doesn't come back.

2019年9月10日 · Okay, if your "paper" color in paper space (layout) is WHITE, then the linework appears BLACK. But if your "paper" color in paper space (layout) is GREY or BLACK, then the linework appears WHITE. (this is why YOUR linework is white) Color "7" in AutoCAD always behaves like this so that it doesn't get lost on various background colors.
